Scaled-back plans for casino unlikely to appease critics

The Jamul Indian Village, the tribe with the state's smallest reservation, has downsized its expectations for an East County casino and cut off talks with the state over a gambling pact.
Its new plan is likely to do little to quell community and political opposition.
If built, Jamul's gaming hall will be the only Southern California Indian casino filled exclusively with what are known as Class 2 machines, bingo-and poker-based gambling in which players bet against each other for a shared prize pool rather than play against the house.
