Speculation will not affect licensing, state gaming board official says

When the Pennsylvania Gaming Control Board meets next week to award permanent slots licenses, it will not consider the possibility that Penn National might buy Harrah's.
The Wall Street Journal reported that Penn National has made a bid to buy the country's largest casino operator. Both companies have stakes in the state's soon-to-be six racetrack-based casinos.
